Letter to my tutors in China Netcom

Dear Mis Jiang and Mis Huang,

I have been in France for more than a year by now. And during one year I have engaged myself to the endless classes at school, to be a good student.

Forgive me for this late hello that I now bring you. Being a student in France who is suffering from extremely advanced mathematics and automatics studies, I feel almost separated from the telecom industry. This is the reason why I hesitate to write a letter to you to discuss with you, as well as any other experts in our industry.

However, my strong feeling of identity as a telecom person has never diminished. That’s why I always think of you, my dear teachers, and the wonderful time we spent together in China Netcom.

To tell the truth, it was in China Netcom that I began to focus my real career interest to the industry. It is the telecom industry. And working in a telecom operator gave me the broadest vision to look at this industry, even to manipulate it!

The meetings and conferences that I participated in were, in particular, a fruitful experience. This is the best part of my internship in China Netcom because I am a conference person and I did speak a lot for China Netcom during the conferences in “Friendship Hotel” (especially with Doctor ZHANG Zhen). :-)

To tell more truth, I did not completely focus myself in the work in China Netcom because I was busy preparing for my application for France. That is why you could notice I had so many days if absence for doing many affaires out of work. For this, I now sincerely apologize to you, hoping you can understand me.

I always ask ZHANG Xi about the current situation of you two teachers and I heard that he is becoming such a busy expert. I am so proud of him. I think you are also willing to be informed about my studies and life a little bit. What’s more, I promised you, Mis. Huang, to tell you more about France to prepare a better future for your son!

I am now studying in a top engineering school. There are two types of engineering school in France. The one that is specialized in a certain industry, and the one that is training very well-rounded people, which means you have to learn everything in the engineering world. The second type is better than the first type in France and students are trained to be the future directors and managers. My school is the second type. So I have to learn automatics, information system, telecom, energy…

Because my school is one of the best engineering schools, every subject here is much more difficult than other schools and every subject is more deeply studied even than the schools which are specialized in one domain.

Every student in my school is very well-educated and they study very hard (much more hard-working than BUPT students).

Life here is busy and peaceful. I have no time to travel around but I can always enjoy the beautiful sunshine at the place where I live. We can learn a lot in such a quiet environment.

Now I am working in the second largest mobile operator in France called “SFR”, which is the member of “Vodafone” in France. It owns the largest 3G network and the biggest number of subscribers in France. This is an internship during one year (from this month to August 2008). And after this internship I still have half a year’s study at school.

Everyday I discuss with all the manufacturers of mobile phones (Nokia, Huawei, Alcatel, Samsung, ZTE, Sony-Ericsson, LG…) in the conferences to decide the technical characteristics of new mobile phones coming to the market and I develop information solutions for marketing and strategy.

Working in the best CBD in Europe, I can enjoy the beautiful city of Paris by looking out of my window. I feel content of life.

Sometimes I take a walk by the river Seine, while my heart is totally peaceful. This feels great. But I am not a person who can stop fighting and enjoy the tranquil life. I still need some passion to prove that I can change a grand network; I can change billions of people’s life, like in China Netcom.

I really miss you, my dear teachers. My passion for telecom has started again in my new internship in Paris, and never ends.

热烈祝贺赵厚麟担任国际电信联盟(ITU)副秘书长


2006年11月10日,在土耳其召开的国际电信联盟(ITU)全权代表大会上,北京邮电大学兼职教授赵厚麟以绝对优势,当选为下一届国际电信联盟副秘书长。这是国际电信联盟成立一百四十多年以来,迄今为止中国人在国际电信组织担任的最高职务。

赵厚麟之前在国际电信联盟标准化局局长任上,为国际电信标准化和中国电信标准做出大量卓有成效的工作,此番当选国际电信联盟副秘书长,无疑为中国更好地融入世界电信通信领域创造了契机。

与赵局长的接触并非在北邮校园的学习中,而是在电信产业里。在中国网通做毕设(2006年1月到6月)的日子里,我曾负责中国通信标准化协会(CCSA)中的工作,那时就开始了解到赵局长曾多次协商全球各大运营商和设备制造商,协同信息产业部电信研究院,为通信标准的一次又一次更新做出了很多贡献。然而赵局长对我最重要的一次影响是2006上半年在中国电信总部参加国际电信联盟标准化(ITU-T)(SG2和SG11)的中国内部预备会议前。当时他在日内瓦,我们与他交流过关于中国电信已经参与的SG11 8项文稿中,SG11 Q2 Q.user-data与SG11 Q3 Q.Sup-req还未成型的问题(主要是Enum和国际号码资源问题,跟我以前在Brest和Tina做的exposé: ESPACE D’IDENTIFIANT是一个范畴)。赵局长在具体问题上支持中国全局(并非某个或某几个集团)的立场,让我有所感触。如果我把在CCSA中IP与多媒体(TC1)与网络安全组(TC8)的标准化工作看作和通信专家们的纯技术研讨,那么ITU-T的工作就像我在2004年10月参加的模拟联合国(Model United Nations)一样更加带有思辨性和政治趣味性,同时是在一种在对通信的整体深入把握上进行的高效的技术活动,无疑对我的职业规划画上了极有意义的一笔。

翻了一下我硬盘里以前的文件夹,有幸找到了我当时的一些会议记录,还有在研究过中国电信同事制定的稿子基础上,给赵局长和通信行业各位代表介绍情况时用的会议发言。于今天来看,我觉得离开了中国,就像退出了产业,成了局外人。不管是什么原因,不论是不再用行业的语气来说话,还是不再有继续关注SG11 Q2 Q.user-data与SG11 Q3 Q.Sup-req的心态,这都是一种损失。愚钝也罢,冷漠也罢,于情于理是应该跟各位好同事写一封信了。这产业无疑是一个充满信仰的搏击俱乐部,每次和张震博士一起认真嗜食三文鱼都是在励志,浓烈的技术气息和绿色的芥末酱掺杂在一起,让一桌北邮校友亢奋,在接下来下午的会议中继续大胆创新迅速地改变中国通信格局。
